In the second event organised by the network, held at Elmfield House, University of Birmingham, on the 14th January 2009, the Draft Constitution of the NHS formed the basis for creating a working agenda for further thought about the NHS.
Some of the questions explored in mixed groups and plenary sessions included:
• What is, or should be, the scope and purpose of the NHS?
• How should the NHS be governed?
• Should change in the NHS be determined by evolution or revolution?
• What kinds of roles and partnerships are now needed to help the NHS develop?
